Let me respond in place of swiftlinuxcreator, this seems very impractical, first of all the dead or dying distros need to be good for somebody to base their distro on them (how many dead or dying distros are as good as antiX or MEPIS?). Second, it's impractical because you have to deal with other developers and communities that have other things in mind and they don't always make it easy for people to jump in and take over.
