The one thing I have come across with noisy fans is when they are manufactured for some reason the blades are not assembled onto the shaft securely. If you can, remove the fan and with fingers holding each end of the shaft push the blades onto it. You may hear it click into place. I have done this with power, case & cpu fans.

Some fans are noted for noise. Many years ago I upgraded my processor and the only fan that would fit (that they had in store) was a Vantec. Vantec will never get another dime from me. Talk about a WHINE! I'm using a Zalman heatsink fan combo currently but when I bought case fans I bought Noctua. Both are great.

You might also check the bios settings for "cool n quiet" or anything similar to experiment with. These kind of "smart" settings for noise really do make a difference but they have to be set right in the bios.

Good one. There's a certain feel to getting the standoffs and the mobo screws torqued just right. I believe this is was the OP's first build, and he might have been a little reluctant to crank them down tight enough.

You guys seemed to miss the OP's post about the CPU fan. The fan is noisy and reading through, he's talking about a whine, not a rattle.
Yes, the factory fans are usually relatively quiet, 28-26dB, so if the fans spinning hard out, then the obvious culprit, outside of faulty hardware must be the thermal state of the CPU.
I had one customer bring me in his first build with the same issue, noisy as hell and a hot smell. I discovered he had not removed the plastic dust cover from the heatsink before installing it and clamping down the HSF assembly. This resulted in a very poor and nearly non-existent thermal transfer from the CPU to the HSF and the CPU was hovering just off its emergency shut-down temperature for about 10 minutes before the system halted altogether. Of course, almost every fan in the box was running at max revs because the heat build-up was intense.
The fix was really simple, but I am certain some level of damage was inflicted because he left it like that for the best part of a week
Having said that, you just gotta see the internals upgrade I put into my work server, running a modified version of Mepis last weekend.
