Post MEPIS 11 Community Repository: The libdvd-pkg Thread
Libdvd-pkg is now in the main nonfree section of the repository, backported from Debian Testing. It provides a method to install the libdvdcss2 package, needed to play commercial DVDs, without stepping on the toes of any restrictive US laws, by downloading and building the package from the source code.

You'll need to have the terminal open in Synaptic if installing there, both to agree to install it and to see the command to make and install libdvdcss2.
