For clarification, the Mepis name and logo are protected. My assumption is if you start with Mepis, appreciably change it and call it something else , there is no issue. Is that right?

That's my understanding. The MEPIS name & logo are trademarked and you need permission distribute a product using them. With a few exceptions, all the code bits including the installer & MEPIS utilities are under Free and/or open source licenses and can be used.
Those exceptions are things like Skype, Dropbox and possibly some firmware. IIRC, the default software licenses for Skype & Dropbox don't allow redistribution so Warren had to get permission. At one time he also included RealPlayer which, again is not normally redistributable. In the past I know some of the wireless firmware had similar legal issues - I don't believe it does anymore but I'm not at all sure.

Since Danum has already given us many excellent remasters wth names including "Mepis" without any protest from WW, I don't see why another should matter. Perhaps the problem only surfaces if DistroWatch is asked to list the remastered product? I wish I had never raised the issue.  But now I can only apologize.

I too am no expert. The issue did arise when MEC made a remaster which he eventually named "Anubis-Linux"
